Golf League Competition Rules


(REVISED June, 2018)

USGA Match Play Rules and Turkeyfoot Golf Links Local Rules will govern all play unless modified below. Any dispute not governed above will enter League Rules Committee review; subsequent determinations will be considered final.

WINTER RULES

“Winter Rules” and preferred lies will be in effect for all League play. All players may improve their lie within six (6) inches of where the ball comes to rest, no closer to the hole, except in hazards and/or obstructions. No penalty will be incurred; however the integrity of the lie may not be altered.

HAZARD and OBSTRUCTION RULES

Any shot coming to rest within any hazard (water, sand, or otherwise) will be governed by USGA Rules. A player’s opponent may grant an exception (without penalty, no closer to the hole) in the event of “uncustomary”
circumstances relating to hazards. 

Relief may not be taken in the event of natural obstructions, except in ornamental flower beds (one club length, no closer to the hole.) Man-made and line-of-flight obstructions are subject to USGA guidelines.

OUT-OF-BOUNDS RULE

Any shot witnessed “out-of-bounds” (OB) may be placed within two (2) club lengths nearest the point of entry (no closer to the hole) OR at any point along the “line-of-fight,” as deemed by the opposing player. A one (1) stroke penalty will be assessed.

INCLEMENT WEATHER RULES

Should Turkeyfoot Golf Links close prior to any scheduled match due to inclement weather or other catastrophes, all matches will be cancelled (except for Round Robin matches.) Round Robin matches will be rescheduled as warranted by League Officers. 

Should Turkeyfoot Golf Links remain open during inclement weather,
Members are directed to arrive for regular play, but are subject to any
Rain Committee decisions. 

Should inclement weather occur during a match in progress, ALL teams (on each nine) must complete five (5) holes to constitute a match. Scoring will be retroactive to the last hole played by the last group, and scores will not be included in handicap computations.

SCORECARDS

The League Secretary will distribute official scorecards prior to play each week. All participants of each match are responsible to remit an accurate scorecard to the League Secretary immediately following play. Should an inaccurate scorecard be submitted, the Rules Committee will govern accordingly.

MATCH SCORING

Twenty-two (22) points are available for each match. Each “A” player and each “B” player will score one point against his opponent per hole (net score with handicap,) and one point will be awarded for the match in total. Each team will score two (2) points for combined low net score. Only one handicap stroke is allowed per hole for medal play, however full handicaps will be used for individual match points and team match points.

HANDICAPS
Handicaps will be computed via the last seven (7) rounds posted. Of these scores, the high and low scores will be dropped, and the remaining five (5) scores will be averaged at 90 % (no fractions; rounding down.) When a new member enters the League, the League Secretary will adjudicate and assign handicaps as necessary.

For the season-ending Championship Match ONLY, the four (4) participating players’ best seven (7) scores throughout the season will be averaged to insure equity in competition.

SUBSTITUTIONS

Each member is responsible for providing a substitute player on weeks they cannot attend. A listing of substitutes will be posted on the League website: (www.upperdeckgolf.com.) 

For scoring purposes and preparations, please inform the League Secretary as soon as possible if a substitution is made. Should substitutions occur during Round Robin or Championship matches, said substitutions must be approved by League Officers prior to play.

Substitutes are required, upon each instance, to remit a $5.00 playing fee prior to play, payable to the League Treasurer or other Officer present at the time of substitution.  The Treasurer will then deposit said fees to the League Fund.

COMPETITION “NO-SHOWS”

Should a two-man team not appear for a regularly scheduled match, said team will forfeit the match to their opponents. If one team member does not appear for a regularly scheduled match and no substitute has been
secured, the absent member will be scored against a randomly selected “Ghost Player” (as designated by the League Secretary.) The “Ghost” must be competing within the same nine holes. The attending player will
automatically win the overall match points, and the absent player will
compete hole-by-hole against the “Ghost” for the remaining nine (9) available points.




MEMBER RESIGNATION

Should a Member in good standing choose to resign from the League prior to seasons’ end, said member will forfeit all dues previously paid.
Exceptions may be granted on a case-by-case basis by consensus vote of all League Officers.

ROUND ROBIN and CHAMPIONSHIP MATCHES

Two (2) Round Robin matches will be staged each season, each resulting in a “First Half Championship Team” and “Second Half Championship Team.” For each Round Robin match, current League standings will determine specific matches played, and the specific nine-hole venue for each competition will be designated via Membership vote at the Spring Meeting. These two teams will then compete for the “League Championship” on the final week of the season.

Should a “tie” result in any matches above, a “count-back” will occur beginning with the highest handicapped hole on the scorecard. Individual player handicaps will be included in the “count-back.”

AWARD CATEGORIES


Four (4) categories and six (6) Members in good standing will be eligible for season-long awards. Multiple winners are not permitted. Should such occur, League Officers will provide final determination of specific category winners.

Award categories are as follow:

FIRST HALF and SECOND HALF TEAM CHAMPIONS

All four (4) players on each semi-annual Championship Team will be awarded embroidered wind jackets, as provided by our League Sponsor.

MOST IMPROVED PLAYER


The season-long “Most Improved Player” will receive one (1) embroidered wind jacket, provided by the League Sponsor. Only full-time members are eligible and each member must have played a minimum of 80 % of season-long matches. The formula is as follows:

[ 2 * X ] – [ 3 * Y ] = Z
(X) = Handicap of player after 6th round.
(Y) = Handicap of player after final round.
(Z) = Total (highest value wins.)

PERCENTAGE POINT CHAMPION


The season-long Percentage Point Champion will be awarded one (1)embroidered wind jacket as provided by our League Sponsor. Only full-time members are eligible and each member must have played a minimum of 80 % of season-long matches. The formula is as follows:

Total number of season-long points won divided by all season-long points available; (highest value wins.)

ARTICLE 5:
LEAGUE MEETINGS


An annual Spring Meeting will be held two weeks prior to the start of yearly competition. The meeting agenda will include:
• Team draft.
• Yearly dues payment.
• Membership vote to determine the specific nine holes where the first-half Round Robin, second-half Round Robin, and Yearly Championship matches will be contested.
• Resolution of any unfinished business from prior season.
• League voting on any new business.

 The League President may convene subsequent meetings at any time during the season if deemed necessary.

ARTICLE 6:
LEAGUE VOTING
Any vote will be deemed legal and binding by a majority of league members in good standing. Voting may be accomplished in person at league meetings, or by absentee ballot submitted to any league Officer.

ARTICLE 7:
LEAGUE DUES
Upper Deck Golf League is a not-for-profit social organization. Yearly dues for each member will be paid in full to the Treasurer at the annual Spring Meeting. Should a member not attend the Spring Meeting, said member will be responsible to remit appropriate dues on/or before the first week of competition. In the event of financial hardship, any League member in good standing may arrange a dues payment schedule with the Treasurer, however an additional $20 late payment fee will be assessed per Golf Vendor mandate. Should a new member enter the League after yearly play has begun, said member will be responsible to remit appropriate dues on a pro-rated basis. Yearly membership dues for each member will be computed via adding together the prevailing Golf Vendor fees plus $20 (to defray League operating expenses.) At season’s end, all funds within League banking accounts will be employed to defray costs of a post season golf outing, minus any anticipated off-season League expenses and banking account maintenance’s.

ARTICLE 8:
LEAGUE BY-LAWS
The League Secretary, via existing or projected handicaps, will equally divide the roster into “A Player” and “B Player” designations. Based on these designations, two-player teams will then be randomly selected by blind draw at the annual “Spring Meeting.” Exemptions to this rule are subject to the following guidelines:
• Reigning “League Champions” CANNOT be paired together in subsequent years.
• New Members, in their first year of participation, may be automatically paired with their Sponsoring member (at the request of both parties involved, regardless of handicap designations.)
• Father/Son pairings (at the request of both parties involved, regardless of handicap designations) may be paired together indefinitely, assuming they are not reigning League Champions.
• League Officers, by majority vote, may pair together members deemed necessary for the benefit of the League and its’ Members.

ARTICLE 9:
LEAGUE OFFICERS and DUTIES


LEAGUE PRESIDENT

• Oversee all League operations, communications and issues.
• Preside over all League meetings.
• Appoint members to the Rain and Rules Committees, and appoint
any other Committees as necessary.
• Revise the League Charter and League Rules as deemed necessary.
• Serve as Liaison to the Golf Vendor.
• Oversee membership renewal and new recruit campaigns.
• Receive a yearly $50 dues discount for services rendered.
LEAGUE VICE PRESIDENT
• Fulfill the duties of League President should the President become disabled.
• Establish and maintain an internet website for League communications.
• Receive a yearly $50 dues discount for services rendered.


LEAGUE SECRETARY

• Update and modify League competition rules as needed.
• Conduct a Team Draft at the annual Spring Meeting.
• Establish an equitable year-long schedule of play.
• Perform scoring procedures for all League play and Outings.
• Calculate individual golf handicaps and team standings for website posting.
• Receive free yearly dues for services rendered, and provide all materials necessary to facilitate job requirements.
LEAGUE TREASURER

• Collect and secure dues payments from all members, then remit appropriate funds to the Golf Vendor as scheduled.
• Collect and secure cash proceeds from the 50/50 Chairman, then disburse said funds as scheduled.
• Establish and maintain full financial disclosure documents for all
League Funds, and disclose said documents to any Officer or Member upon request.
• Contract and act as Vendor Liaison for one post-season golf outing, and coordinate all pertaining financial requirements.
• Receive a $50 dues discount for services rendered.
LEAGUE FUNDRAISER CHAIRMAN and VENDOR LIAISON
• Conduct and facilitate a weekly Fundraiser on all scheduled play dates and meetings.
• Appoint a substitute facilitator when unable to attend.
• Forward Fundraiser proceeds equally to appropriate winners (present or not) and League Treasurer.
• Disburse “Skins and Greenies” competition funds to appropriate winners (present or not.)
• Act as League Golf Vendor and Sponsor Liaison regarding related issues, and insure compliance of specified agreements.
• Receive a $50 dues discount for services rendered.





ARTICLE 10:
LEAGUE COMMITTEES

RAIN COMMITTEE:

Shall consist of three (3) members and two (2) alternates, as appointed by League President. Issues concerning inclement weather are detailed in the League Rules document.

RULES COMMITTEE:

Shall consist of three (3) members, as appointed by League President, and all League officers. The rules Committee will marshal any disputes, on or off the golf course, and interpret any local or USGA rules in question.
